城市公共交通碳排放效率研究

Research on carbon emission efficiency of urban public transport

摘要: 以南京市公共交通系统为研究对象,采用自下而上的碳排放测算方法测算出 2010—2020年南京市公交、轨道交通、出租车的碳排放量。建立非期望产出超效率 SBM模型, 测算 3类交通方式碳排放效率,并通过 ML指数分析全要素生产率的动态变化。结果显示:轨 道交通的碳排放效率指数最优,公交其次,出租车最差。但轨道交通碳排放效率呈下降的趋势, 故轨道交通技术效率有待提高;公交则与之相反,提高其运营效率是公交未来发展的目标;出租 车碳排放效率较低,不仅需提高运营效率,还应加大技术投入。最后提出了改善南京市公共交 通系统碳排放效率的建议,对研究城市公共交通碳达峰、碳中和具有现实意义。

Abstract: This paper takes Nanjing’s public transport system as the research object and uses the bottom-up carbon emission measurement method to calculate the carbon emissions of Nanjing’s public transport, rail transit and taxi during 2010—2020. The SBM model of unexpected output super efficiency was established to measure the carbon emission efficiency of three types of transportation modes, and the dynamic change of total factor productivity was analyzed by ML index. The results show that the carbon emission efficiency index of rail transit is the best, followed by bus and taxi. However, the carbon emission efficiency of rail transit shows a declining trend, so the technical efficiency of rail transit needs to be further improved. On the contrary, improving its operating efficiency is the goal of bus development in the future. Since the carbon emission efficiency of taxi is low, not only the operation efficiency should be improved, but also the technological investment should be increased. Finally, this paper puts forward some suggestions to improve the carbon emission efficiency of Nanjing public transport system, which has practical significance for urban public transport to achieve carbon peak and carbon neutrality.
