Abstract: The intersection delay accounts for a large proportion in the urban travel delays. To improve the traffic efficiency at intersections, this paper takes the standard four-phase intersection as the research object and proposes an actuated traffic direction utilization signal control method based on the real-time road condition information at intersections. According to the vehicle space occupancy rate, the traffic efficiency at intersections, and the threshold of the head-to-head distance, an optimized model of the intersection phase decision-making is built in python. An intersection with wild fluctuations in traffic flow in Changsha is taken as an example. Through vissim 8.0 modeling, the actuated control method and the traditional webster control method based on traffic flow are simulated and compared under various traffic flows. Our research results show the average vehicle delay at the intersection decreases by 3.21%, 13.1%, and 4.17% at off-peak, PHF15, and congested traffic periods; the reduction rate of the average vehicle delays at the intersection will increase first and then decrease with the continuously growing traffic. Our research results confirm the actuated control readily adapts to a wide range of traffic conditions and effectively reduces vehicle delays at intersections.
